This is why I like this show. Next Generation was the peak of the federation then through DS9 and the movies you had an empire in decline. So now we are 20 years later watching that decline continue through an old man who as some kind of illness clinging to making up for what he sees as his failures.
It isn’t changing Picard, it’s the natural extension of his character.
