I think you're probably right that the penalty was based on the result - or at least the size of the collision. But on the other hand, you're responsible as a player to be aware enough of your surroundings not to do something illegal to the guys you're on the ice with, and ultimately, he hit the dude in the head. I think you have a reasonable point about it being an unintentional collision and that it generally wouldn't be called if it weren't on a goaltender, and maybe as a result it's debatable as to whether the call should have been made, in hindsight. But I don't think you can reasonably say the refs "blew it" by deciding to make the call. It's not that obvious a situation.

I also don't really know if you can say that that call was the difference in the game. Impossible to say one way or the other.
