I think if you look at the Oilers cap situation 2 year deal kinda makes sense if they want to keep the current core together. After next year, they're no longer paying $4M to Russell and $2.6M of the current $4.1M in buyouts is gone. After two years, I would imagine they feel they will have a lot more flexibility.
Having said that, Nurse at $8M+ is a hilarious overpay for what he brings in my opinion if that's the floated long term contract.
