So if county 888 calls in then those results, they should announced. It may take hours but eventually all 1600 will call in.

But officially they haven't announced one single result from the 1600 areas.
I think because they were counting on the app to tabulate they were not equipped to handle the call-ins from 1600 precincts. There have been plenty of reports of people waiting an hour on the phone. I heard on NPR this morning about precinct captains deciding to just go home and call this morning.

My assumption would be with how botched its been, they are just wanting to release everything at the same time instead of trickling it out.

You also have to remember that in a normal election, precincts report to the counties and then the counties report to the state. In this case, it doesn't look as if they had any sort of intermediary layer set up to handle all the volume.

For what its worth, NPR and Iowa Public Radio have been reporting on this app issue for weeks. (thats where that above quotes comes from as well)
