I have a large suspicion that a player like Jair Cordova is a good example of this - coming to a league that has proved itself and in a market that seems to be attracting attention from and exposure to MLS and Europe.

To add to this, and not to sound crass, but Canada surely has to be a desirable place to play for players from poorer countries. Political stability, not having to chase your pay check, safety and low crime rates, equality under the law, etc.
If the league itself doesn’t necessarily attract players, the opportunity to simply live in this amazing country might.
