I'm not disagreeing with you overall point, but there are enough examples of a player actually turning into something more that it probably causes GMs to believe they can do it too.
Recent examples of this year: Ryan Strome and Anthony Duclair
Perhaps to a lesser extent Nikushkin
So the reclamation projects sometimes work out and often have low risk, low probability but high reward.
