I’m a believer that good organizations build from within, compile assets, and then move those assets in significant trades for players in their prime (Stone, O’Reilly, Kane as examples). Trades that can push an already good team right into contention.

Bad organizations run themselves dry trading those same assets for low-ceiling players like Hamonic, Toffoli, and Lazar. They have to do this to fill out their depth because they don’t keep their own picks. They’re constantly running on borrowed money, and then they wonder why they never take the next step into contender status.
