From what I saw of the Clowney hit, he dives at Wentz as he's going down, and is trying to punch the ball out. So if a play like that does result in a helmet to helmet hit, I think it should be penalized. Wentz was already going down, and Clowney isn't form tackling him to finish the play, he's diving at the guy to try and jar the ball loose.

But even if it's a 15 yard penalty, I don't think it really impacts the game much. Reminds of of 2 years back when Travis Kelce was absolutly killing the Titans in the first half. They target him with an intentional headshot on a first and goal to take him out of the game. Cost them 3 yards, and they got the guy that they couldn't defend out of the game. I guarantee that if teams faced something like 10 plays with one less defender on the field...there would be a lot less of these types of hits.
