It's not just the amount of picks, it's where they are taken.
when you draft 4 times in a single draft before pick #51, you're going to end up with good prospects.
When you draft multiple times in a round 6 times in 2 years, you're going to grab a decent prospect you otherwise may not have taken the chance on. Like the Flames and TJ Brodie.
