No, I don't believe that is true, at least in the current continuity.
Luke didn't know Vader was his father because he didn't know that Vader was Anakin Skywalker. The few people in the Galaxy who did know weren't telling him.
Vader didn't know that Luke had survived his birth until he found out the name of the pilot who had destroyed the Death Star.
Palpatine told Anakin that Padme had been killed by Anakin on Mustafar, when she was still pregnant. I don't know if Palpatine knew that Luke and Leia had survived, but if he did, he kept it a secret from Vader.
In one of the recent comic series that takes place between ANH and ESB, Vader hires Boba Fett to find out who destroyed the Death Star. All Fett is able to give him is the name Skywalker, but that's enough for Vader to know that Luke is his son. That wouldn't really work if Skywalker was a common name.
