I think he's dead. At some point you need to brutally kill someone in order to establish the credibility of the villain. What really established this enemy though was the ruthless extermination of the Imperials.
I remember one of the best things that Buffy did in season 6, was that they established the trio of nerds as villains, made them credible and then evil Willow crushed them and skinned one.
