The Last Jedi is the worst because in "subverting expectations" (aka going out of its way to dump on the entire franchise and what people liked about it) it completely derailed any semblance of an interesting story for the trilogy. So badly in fact, that many people are disinterested in the upcoming movie. So badly that they now have to go back in time to bring back a dead villain from the original trilogy to try to make people interested in this dumpster fire.
I don't think any of the prequels managed that, and yes, they were bad. But they didn't intentionally do away with interesting and logical character arc and plot. This trilogy is perfectly summed up by the scene where Luke throws away his lightsabre. Thanks Disney.
