The big assumption here is that Peters acted alone, he no doubt followed the advice of lawyer, to send a scripted letter to the organization, media, NHL etc. It would be shocking to me if his lawyer was not calling all the shots on this.
So IMO there is nothing 'telling' about it.
Whether he called Francis first, or sent the letter to Treliving first etc doesn't mean much as he was following the advice of his council.
I glad he is getting fired, no place in sports / society for his actions especially in the absolute position of power he was in at the time.
