If the Flames did leave hypothetically there's an argument that eventually another NHL team will come back ie Winnipeg. But the NHL is a much more stable beast now. I can see the Bettman condition for a new NHL team in Calgary would be arena first.
I don't see any billionaires being willing to self finance arena's in a city like Calgary anymore.
