On one hand he clearly likes a certain style of play, and knows how to find coaches who can deliver that style. He knows the game well enough to get the right coach to fit the team he's building.
However, he clearly is a poor evaluator of character, or simply doesn't know how to do it as part of a hiring/signing process. Multiple player signings and coaching hires have been disastrous because they lacked quality characteristics that a winning organization needs.
It's been consistently disappointing.
I think he's a keen logical tactician, but he doesn't know people very well. Perhaps that's where Conroy has a major role in the organization, but if so, he's not doing his job either. Perhaps Connie is just too nice to see the flaws in others.
I remember Conroy hiking with Gulutzan as the key in the hiring process, but Treliving wasn't there. Maybe Conroy is a big reason why some of these big disasters keep happening? We all love him, but maybe he's not very good at this?

If Conroy is bad at his job and Treliving is letting him make decisions then that points to a bigger issue with Treliving.
