As you admit yourself, the Kovalchuk thing is completely different from the Peters thing. You're trying to make apple juice using oranges.
I'm not sure what you are even trying to get at here. There's no reason for the league to fine the Flames for the actions of its coach back when he wasn't with the team or even in the NHL. Hell, if the NHL tried, the Flames would probably have a strong legal position from which to challenge such an attempt. It just seems like you really want to push a narrative where the league hates the Flames.
If these allegations are true, Peters will get fired and he'll never coach in the NHL again. That's as far as it will go from the league's perspective.
