I don't know exactly which category he should be inducted as, Bobby Orr suggested builder. Here is a quote from an article I found a while back.
Orr wants Cherry to be inducted as a builder, a category that includes "coaching, managerial or executive ability, where applicable, or any other significant off-ice skill or role, sportsmanship, character and their contribution to their organizations and to the game of hockey in general."

I still think he deserves to be in the Hall and so do a bunch of other popular names. Bobby Orr is as respected as they come, an influential player, agent a pure gentleman. If he says he should be in the HOF, I do think the committee should get on it.
