There are only 2 logical reasons why he hasn't paid the casino back.
The first being that he just doesn't want to. Either he thinks he can get away with it, or he thinks there was some kind of fraud or mistake.
Or he can't pay them because he owes more money than he makes.
If it's the second reason, then it's not outrageous at all to suggest there is a serious issue with his gambling.
