I'm not sure what was being telegraphed to us at the end. Is Negan the killer back, because he got a taste of blood again? Or will he only be going on an offense against the whisperers, single handedly saving everyone else?

Negan clearly had a soft spot for that mother and her kid, and he was talking about dropping them off at Hilltop so they could survive. It appears that he's a changed/reformed guy at this point. My prediction is he's going to infiltrate the Whisperers from within and gain their trust. He'll then turn on them and help the Alexandria/Hilltop gang defeat them.
