Trying to see this as a neutral, the laws of the game say that a red is only warranted for a handball denying a goal scoring opportunity if it is deliberate. If not deliberate, just a penalty and yellow card.
Violent conduct, on the other hand, says that you only need to "kick or attempt to kick" and opponent. Although Wheeldon was certainly not innocent in the exchange, that's not what is on trial here. Borges certainly did attempt to kick him.
That being said, there are so many wild cards at play here (the CSA being a big one). But if I'm looking at each incident separately, Waterman's looks more likely to be overturned. But who are we kidding here? I bet that they'll overturn them both and start with a almost-clean slate on Saturday.

Yeah the CSA and CPL will likely overturn both, and are quite thankful that they had a dubious red on Cavalry to be able to offset as well to make them look impartial.
Nice to see the CSA step in quickly for their friends in the Ontario Soccer Association to right a wrong for the Forge.
It took them a week to open an investigation into the same team and 3 months to hand down a ruling of racism against them it what sounds like a pretty open and shut case.
As for game time Saturday, if CBC is saying 130 it’s 130. CBC said 2pm last week for kick off and they had swimming on TV until then.
