You may see a couple more whistles, but I would mandate it that the offending team cannot change players either (like icing) so you could get fresh guys out with a faceoff in the offensive zone and i suspect you would see games end earlier more often with this rule.
The ragging the puck stuff has stifled what was originally an absolutely great display of skill and creativity.
