Yes, you can make the implication....if you don't read the entire post. If you read the entire post it says:

" I am going to start with the current bottom-3 in each division and we can modify as the season progresses or as needed."

So again, you may begin reading it and say to yourself "self, there is no way Tampa is a bottom feeding team" but then you would, or at least should keep reading and then calm yourself by saying "self, these are just the current bottom teams and we can modify the list as the season progresses just like it says at the end of the post. I'm glad I didn't jump to any conclusions before reading the entire post"
