The reason why that number is small is because there are few great NHL players. That is too small a population from which to draw any meaningful conclusions IMO.
I was always under the impression that most GM's have played the game, maybe not all at the NHL level. Yzerman, Doug Wilson, Jim Rutherford, John Davidson, Dale Tallon are some GM's that have experienced success who played well in the NHL. I would think the number of NHL GL's who didn't at least play major junior or college hockey is small.
