15% would be toward the low end of the difference, but it varies and depends on a lot of factors (type of basement, HVAC design, etc.). There isn't perfect air mixing throughout a house so generally a heavy gas entering in through the basement slab will have higher concentrations in the basement than higher storeys (most studies I've seen have ranged from 15% to 50% decrease), which is why testing is done in basements first.
