Yes, but if a team attempts to sign a contract that puts them over the cap, the league will reject the contract. I can't find anything about waiver claims, but I would assume the same rule applies: If the Oilers tried to claim them, the league would reject the claims as they are over the cap. In the case of multiple claims, logic suggests to me that the league would look at them in order. First claim received gets priority. If that puts them over, second claim is rejected. But that is all assumption, and does require logic on the part of an organization that rarely exercises it.
