There are two paths there, one does get some clearance, the other doesn't. But the hard part is that there are some big dips around there and when you get a lot of snow or melt and freeze it turns big puddles into dangerous ice. Last year I dropped through a few times or had to plow through the ice and hope I didn't tip over because I'd soak my shoes. I was riding 29" tires.

The alternative is to ride past the turn to Refinery Park and head along Ogden to the hill that goes into Lynwood. You can either stay on roads and go to 18th St or catch up with the Lynwood ridge pathway.
