It became obvious the Flames weren't able to offer him an AAV that would allow them to start the season with an intact roster. The Flames most certainly did not want a 3 year term for Tkachuk, but it's the only thing that was available to them because of the lack of cap space.
Of course Tkachuk agreed to that deal, he gets 9 million in 2 years and then signs as a free agent anywhere he wants a year after that.

Tkachuk literally said that he wanted to sign a long-term deal with the Flames and Brad convinced him to take a shorter one as the season got closer.
