In no way am I suggesting that Matthews be absolved of blame here, it was a stupid act and he should take responsibility for it. However, the pious cliches being espoused by Jiri and others are over the top and tiresome.

Putting the fear of god into a woman at 2am when you’re with a group of men is beyond shenanigans. To be clear, doing this to a woman is designed to elicit fear because she may be robbed, raped or worse. It’s especially bad because it took place in the US. It’s even worse if this woman is a minority, given the fact they’re in Arizona, which isn’t exactly known for being friendly to non white people.
Showing her his boxers is probably minor all things considered. But even that is closer to unwanted sexual advances than I’m comfortable with.
I think the reaction would be way more forgiving if he’d got caught doing a normal college age prank. Like killing the ROTC Commander’s horse.
