Yes, that happens often. Teams try to put players on waivers at the same time other teams are trying to get their own marginal guys through, hoping no one grabs them. Once they've cleared, they can stay in the NHL for 30 days before they'd need to clear waivers again, so it buys the teams some time.
This is what the Flames were trying to do with Byron, but that backfired when Montreal claimed him.
