As far as Montreal goes, it depends where you're going. The US/International terminal does have them (not very many but they have a few outlets and I've seen people plug their laptops into them). I haven't seen any in the domestic terminal though, which quite a bit older and uglier than the international terminal.
When you go through the secuirty screening at Montreal airport they will check you for liquids. You are allowed up to 100mL which you have to carry in a transparent plastic bag.
