Dude, consider an ebike since they max out at 32 km/h. Even if he/she figures out how to get into the settings to remove the speed limiter, it'll only go maybe 37 or 38 for a 500w motor and probably not much over 34 with a 350w motor.
I had a moped when I was 14 and drove it like a moron. I wouldn't let my kid get one based on how I was when I had it. In around 2010 I bought a 50cc Yamaha Cube just for fun and it was great, but they're powerful enough that I wouldn't want a kid cruising around on 60km/h roads with it, which it will be able to do.
If you look at ebikes, I'd check out
www.radpowerbikes.ca. They just released a new model and I think it's $1799 w/ shipping. They have other models, too, all of which are cool. Other models are $1999, I believe.
