Top players don’t really do any more than they used to, so why significantly change the proportion of cap allocated to their salaries?

The biggest change is the allocation of more money to young players in their RFA years. And while Dubas and Chiarelli made some bad decisions, is it more scapegoating to entirely blame them for what other teams are doing. Neither Toronto nor Edmonton are out there offersheeting RFA's driving up salaries.
