The other part is waiver considerations. Do you send down a Mangiapane to accrue cap space when you run the risk of him being claimed? It could be that waiver exemption status is a bigger factor in roster size.

I wasn't talking Mangiapane or the Flames specifically.
But teams go with 22 often (don't have the stats sorry) to accrue cap space. The nickles and dimes add up. Why hand a guy with only 2/3 of a season a raise when he has zero leverage?
