I definitely sent it to the right email (and he confirmed getting that).
It's a Tangerine free transfer so it does typically take a bit longer (hence me paying rent early and allowing 3 business days). I believe the receiver has to enter the account number, transit, and bank number for Tangerine transfers which I'm guessing he did incorrectly.
