As a process guy that always talks about keeping in touch on what teams are doing and needing I'd assume it's the first one. I've always assumed he has something essentially close to done but is waiting.

It's just hard for me to imagine other GM's giving Treliving some kind of marker that he gets to cash in whenever he's ready. Let's say the deal is Jankowski for a draft pick. Wouldn't the other GM prefer to have him for training camp? What if Tkachuk is not signed by regular season start? What if a better deal comes along for the other team?
We know there aren't many teams with ability to absorb cap space, so what if they are able to agree on a max term deal for Tkachuk at big money and they need to move out $3 million plus?
