Likeness for personal use is not against the law. If he was selling T-shirts with the logo it would be a different story. The fact that he is contracting an artist to draw it for him is sort of a grey area. I could be wrong, but because the artists is paid for a the service and not the consumer good he is in the clear. Besides, this is probably good for the brand and so it wont be an issue, even if it did break the law.
