It's a contraction. The phrase is "Active Shooter Situation", which is in regards to how emergency response deal with it. In an active shooter situation, there are several basic steps taken and plans activated, thus the all encompassing phrase "active shooter situation".
Media has just lopped the 'situation' off the end of it.
