I disagree. It wasn't binding, so in the literal sense it doesn't have to happen. And in the figurative sense, the vote was not done properly. If they truly wanted to govern by the will of the people, then they needed to have terms negotiated with the EU before going to the people. Then the people could have properly been informed on that they are voting on.
