Who are these 'most'?
Hanifin was drafted 5th overall because he projects to be a #1, if not a franchise defenseman. And as SuperMatt18 pointed out, he is on roughly the same development curve as other guys drafted similarly, who have continued to develop towards being a #1.
People seem to forget now, but after 4 years, there were a LOT of question marks around Hedman, and a lot of people thinking he was a bit of a disappointment, and clearly not going to be the #1, franchise guy that he was drafted to be. Then it all came together.
Defense is hard. And learning how to play it well takes time.
