I can see where this might happen. IIRC when you are hung the intended cause of death is a broken neck; not strangulation. At least in an execution- sometimes with a suicide the cause of death is strangulation.

Now; I've never had to calculate it before; but it could stand to reason that there might be a fine line between snapping the vertebrae; and the amount of force required for the head to come off.
