Well, again, it depends. If you have spoken to this girl and she knows who you are, I wouldn't necessarily consider it creepy. He could casually ask her when she gets off work and come back then. He could even say to her that he didn't want to put her in an awkward situation at work, so he waited til she was off. I am sure she would appreciate that. It's thoughtful and honest. To difficult! Logistically, populated area, hanging around would be weird, then they might not leave right as building closes, then do you wait outside? Then they wander out with someone... Then you have two people to choke out with "ether"
