Flood mitigation is the more important thing. With the work being done around Stampede Park and elsewhere (the Springbank dry dam being the most-important one), the risk of the building flooding should be very low.
Also, if you look at the photos from 2013, the new arena site was mostly untouched by the water even before any flood mitigation efforts were undertaken.
They have also said that the new building will be built without any critical infrastructure below grade where it may get damaged by flood water.
In the end, as a city asset, the city will be responsible for insuring the building against loss if it occurs.
