IIRC too, the feds were kicking in a huge amount of money which would go to upgrade a large number of City facilities which are now the responsibility of the City and its taxpayers. Since these facilities still need upgrading, I believe the net cost to the city to do so exceeds the amount that the Olympics was actually costing Calgarians when you factor in revenues and the feds money.
