This has been mentioned a few times, but it's actually 100 percent false.
If the Oilers buy out Neal, they actually end up spending more money and having more count against the cap (for longer) than if Calgary traded Lucic up to 50 percent retained. (I mentioned this already, but I keep seeing it repeated).
