For one, the city is not fronting the total cost of 600M. I'm not sure what their total would be, but previous proposals have listed their contribution at about 1/4 to 1/3 of that.
Secondly, probably not. There are likely multiple grants being used, some of which may get as specific as designating it to be spent on recreation facilities or some other thing the arena fits into. Regardless, it would have to be grants that are specifically for
building something, so you could not use them to buy land, buy vehicles, etc.
Plus, "pay for another 600M worth of other stuff out of a different pool of money" is not how budgets work. They have a budget, they'll fit this into that budget, or they wont. They will not simply spend an extra 150-200M.
