I think incentivizing visiting the other parks would help. Spread the tourists so there isn't that huge concentration that just descends on Banff / LL. There isn't really that big of a requirement for Albertans to have discounted parking in Banff though. I would like to think that most Albertans know there are other places to go besides Banff / LL.
