They then brought in a family friend who caused the damage. I still have not been able to speak to them about this, they haven't been home. Perhaps they are willing to accept responsibility.

I’m guessing because this was a “family friend job” that there is no insurance and it was a cash deal. But at the end of the day, a contractor working on your home caused damage to a third party and either the contractor pays, their insurance pays, you pay or your insurance pays. Your other neighbor doesn’t really figure into the equation, but if they’ll accept responsibility and pay, that’s good news.

As for the cost to replace, a roofing company might be able to give you a ballpark over the phone.
