Basically, he said Somalian gangs in Toronto target young Somalians as soon as they arrive in Toronto. Maybe other national gangs have become bigger since then.

This is correct. However, the number of Somalis in comparison to the larger gang problem is quite small. I wouldn't blame the Toronto gang/gun problem on Somalis specifically.
