If you are looking for the cheapest, best, reliable point-A-to-B-mobile. I would also check out a Toyota Yaris. It's much better than the echo it replaced, and you can get the hatchback for around $15k taxes and everything in.
If you want to spend around $20k (all in), I think the Civic is the better choice than the Corolla. However I think the new Civic digital dash is pretty damn fugly, and that alone could push me over to the Toyota. I would definately test drive both, though.
For $25k (all in), the Mazda 3 is *the* car to beat. I met one salesman who, personally, sold more than one a day of those cars.
