In some ways it’s progressive. It’s societal improvement initiated by the state because they no better than the masses. Historically the progressive movements brought you things like sterilization based on eugenics, residential schools, Sanitariums and all kinds of ways to remove undesirables from society for the betterment of the state.
Not quite a modern day progressive but certainly a 1900’s progressive.
